Our planners support all-hazards deliberate as well as crisis action planning in cities, states, and nationally using standards-based approaches. These include but are not limited to FEMA’s six-step planning process identified in the FEMA Operational Planning Manual, the principles of Comprehensive Preparedness Guide 101, FEMA’s Building Private-Public Partnerships Guide, and NATO’s Resilience Baselines.

Responsibilities
- Conducts assessments and analysis of risks, threats, hazards and vulnerabilities
- Develops preparedness, mitigation, response and recovery plans for businesses, non-governmental and government agencies at local, state, federal and national levels
- Supports scenario-based planning, functional planning, and capabilities-based planning
- Support development of strategic guidance, operational and tactical plans
- Facilitate inclusive planning using whole community concepts and principles
- Support test and evaluation of plans through workshops, exercises, and drills
Minimum Qualifications
- Undergraduate degree
- Junior planner possesses one (1) year of emergency management experience
- Journeyman planner possesses three (3) to ten (10) years of emergency management experience
- Senior planner possesses ten (10) or more years of emergency management experience and five (5) years of supervisory experience
- Successful completion of ICS and NIMS courses as well as recognized training and/or education in business and emergency management planning
- Advanced knowledge of Excel, PowerPoint, and Word
- Enjoys a team-oriented environment, but able to function independently in a fast-paced environment, with strong interpersonal communications skills
- Detail-oriented and able to handle multiple priorities at once
- U.S. citizenship
Preferred qualifications for the position include:
- State-level or higher emergency management experience preferred
- Master’s degree in a related field of study
- Certification with the American Institute of Certified Planners
- Current FEMA public trust
