Our planners support all-hazards deliberate as well as crisis action planning in cities, states, and nationally using standards-based approaches. These include but are not limited to FEMA’s six-step planning process identified in the FEMA Operational Planning Manual, the principles of Comprehensive Preparedness Guide 101, and FEMA’s Building Private-Public Partnerships Guide.

Responsibilities

  • Conducts assessments and analysis of risks, threats, hazards and vulnerabilities
  • Develops preparedness, mitigation, response and recovery plans for businesses, non-governmental and government agencies at local, state, federal and national levels
  • Supports scenario-based planning, functional planning, and capabilities-based planning
  • Support development of strategic guidance, operational and tactical plans
  • Facilitate inclusive planning using whole community concepts and principles
  • Support test and evaluation of plans through workshops, exercises, and drills
  • Provide expertise and a demonstrated capability from which to implement the design, development, conduct, and evaluation for the Six-Step Planning Process
  • Assist with the coordination and maintenance of the relationship between the contractor’s staff and stakeholders to optimize performance and cross-functional expertise; coordinate performance measurement reporting and minimize cost expenditures.

  • Responsible for project management, ensuring the quality of all deliverables and products, and support project management task manager teams with ongoing projects as well as new projects.
  • Backing up the PM, based upon availability
  • Maintaining relevant project schedules
  • Participate in maintaining and updating project registers in relation to critical activities and potential delay
  • Assist project managers in formulating effective and timely remedial action for Course of Action (COA) and Information Analysis Brief (IAB).

Minimum Qualifications

  • Bachelor’s degree
  • Senior Exercise Planner will have a minimum of eight (8) years progressively more responsible experience in planning and leading the planning of emergency management exercises and related projects.
  • Five (5) years of demonstrated experience in design and development of training programs and materials that includes effective and sustainable training courseware and curriculum for various delivery methods including classroom, synchronous online virtual classroom, asynchronous online and distance learning
  • Four (4) years demonstrated experience in the application of HSEEP principles and doctrine while leading the design, development, conduct, and evaluation of exercises
  • Four (4) years emergency management experience at the federal level
  • Advanced knowledge of Excel, PowerPoint, and Word
  • Enjoys a team-oriented environment, but able to function independently in a fast-paced environment, with strong interpersonal communications skills
  • Detail-oriented and able to handle multiple priorities at once

Preferred qualifications for the position include:

  • Master’s degree in a related field of study
  • PMP
  • FEMA Master Exercise Practitioner Program Certification, or HSEEP Certification
  • Current FEMA public trust
