IT Service and Support

F-16 Software Support Program

GCI is the prime contractor on the F-16 Weapon System Updates ongoing project at Ogden Air Logistics Center, Hill AFB, Utah.  GCI has specialized engineering personnel with decades of experience managing these developmental and operational test programs—providing system functional processing, system performance requirements, system configuration, system documentation, external interface definitions, software analysis, flight testing, control and display analysis, preliminary test planning analysis and RM&D analysis of systems. Specific tasks performed by our team of engineers, program managers, and configuration managers are:

This work includes software engineers, pilots, test managers, and configuration managers.  GCI is directly responsible for upgrading and maintaining appropriate avionics equipment for test stands used to support several F-16 hardware and software development programs.  GCI program facilitators are responsible for managing cost, schedules and quality for each of their programs while coordinating closely with Air Force headquarters to ensure all program requirements are being met.


Global Combat Support System-Marine Corps (GCSS-MC)

The Global Combat Support System-Marine Corps (GCSS-MC) Combatant Commanders/ Joint Task Force (CC/JTF) was developed by the Defense Information Systems Agency (DISA) to respond to the concept of Focused Logistics as articulated in Joint Vision 2010, and reinforced in Joint Vision 2020.  Focused logistics is the fusion of logistics information and transportation technologies for rapid crisis response; deployment and sustainment; the ability to track and shift units, equipment and supplies, and delivery of tailored logistical packages directly to the warfighter.

The GCSS-MC system is a highly customized Oracle 11.5.2 environment.  GCI employs 43 highly experienced senior Oracle developers and consultants for this contract, including:

The GCSS-MC program involves the physical implementation requirements and discreet performance measures necessary to accomplish enterprise logistics transformation objectives through the maximum use of COTS software, enterprise application integration/middleware software, and Web-portal software.  When fully implemented, the GCSS-MC program will facilitate business processes and modernize the information technology required to improve combat effectiveness for 21st-century expeditionary operations.


Defense Enterprise Accounting
and Management System (DEAMS)

DEAMS is the Defense Enterprise Accounting and Management System. The primary objective of DEAMS is to implement modern business processes that have been re-engineered around industry best business practices and the standard Department of Defense (DOD) business rules documented in the Business Enterprise Architecture (BEA).

The DEAMS initiative will support the accounting and financial management functions of the USTRANSCOM, USAF and the Defense Finance and Accounting Service (DFAS). The initiative is being performed under the direction of the Office of the Secretary of Defense (OSD) Business Management Modernization Program’s, Finance, Accounting Operations and Financial Management Domain. It is being executed jointly by USTRANSCOM, DFAS and the Air Force with close coordination with the Army and the Navy.

DEAMS will provide a single financial management system shared by all U.S. Transportation Command (USTRANSCOM) components and all U.S. Air Force (USAF) major commands.

DEAMS will allow for the easy generation of enterprise-wide reports, reduce rework, reduce the requirement for “data calls” and generally elevate financial management capabilities.  The program’s most immediate beneficiary is U.S. Transportation Command.  DEAMS will become its primary financial system, providing reliable, accurate cost information to set transportation rates and assess the economy and efficiency of USTRANSCOM operations.

As the subcontractor to the prime contractor, Accenture, GCI personnel perform the following tasks:

  • Analyzing GFI changes and estimates to change the functional designs
  • Creating functional and technical designs for the interfaces and extensions for Oracle Financials and Oracle Purchasing
  • Mentoring other designers working on the RICE components
  • Conducting roll-out and sustainment of the Oracle ERP
  • Developing the solution design of various components
  • Conducting error processing for transactions interfaced
    with DFAS partners using Oracle database, BPEL and java.

Medical Staffing Experience

U.S. Air Force CLASS:  Clinical Acquisition for Support Services

CLASS, or the Clinical Acquisition for Support Services contract, is a personal services contract vehicle that provides clinical services at Military Treatment Facilities (MTFs) and satellite clinics affiliated with 64 different Air Force bases.  The $992 million CLASS program is designed to supplement existing clinical staff with qualified personnel, like physicians and nurses, who will provide direct healthcare services throughout the United States and Guam.  Areas covered by the CLASS contract include:

Air Force Medical Service contract vehicles like CLASS are designed to provide an efficient, centralized procurement source, a consistently smooth staffing and management process, and economies of pricing while simultaneously decreasing the administrative and contract management burden for the Air Force.

While GCI is the prime contractor and heads our team for the CLASS contract, GCI has served as subcontractor under similar contracts, including the USAF Medical Services Commodity Council’s Clinical Support Services (CSS) contract, the predecessor contract to CLASS.  GCI served as a subcontractor at bases nationwide and currently provides 10 Medical Clerks to perform a variety of administrative support services for the Soldier Readiness Processing (SRP) center and the Medical Evaluation Board (MEB) at the Evans Army Community Hospital at Fort Carson, Colorado.

Winning the CLASS contract allows Team GCI to bid on fixed-price task orders to provide physicians and nurses and dental, behavioral, allied and ancillary healthcare specialists and technicians.  The ordering period for the CLASS contract is four years.


Occupational Medicine Services Clinic, Hill Air Force Base, Utah

The GCI effort providing 100% of the staffing and the overall management of the Occupational Medicine Services Clinic located at Hill Air Force Base, Utah, gave the company the opportunity to provide a multitude of services under one roof.  GCI consistently provided qualified credentialed and non-credentialed healthcare workers, and this contract is highly regarded in the area of USAF Occupational Medicine.

GCI  provided services for the Ogden Air Logistics Center and its subordinate commands and tenant organizations at Hill.  Because GCI has an efficient credentialing process, we could place people very quickly when replacements were needed.  All GCI potential candidates are carefully pre-screened with licenses, education and certifications and required immunizations verified.

GCI’s contract with the Hill clinic proved to be very successful, with a 98.9% completion rate for occupational surveillance exams.  GCI’s management and staffing at the clinic was considered a tremendous success by the Air Force. The 23 full-time GCI personnel were responsible for 4,945 exams out of the installation’s 5,000 people.  The annual workload was approximately1800–2200 annual physicals, 120–320 baseline physicals, and 8–200 termination physicals each year.
