Clearance: Active TS/SCI- with DCID 6/4 eligibility required. STO experience desired.

Education: Bachelor’s degree is required, with Master’s degree preferred; Intermediate Level Education (PME) in-residence preferred.

 

Experience:

  • AFFOR MAJCOM staff experience in CYBER community required
  • ASOG/ASOS- level experience desired
  • 6 years CYBERLO experience required
  • CYBERLO experience as operations, planner, instructor, mentor while assigned to an AOC, ASOG, ASOS is preferred
  • 1 year as CYBERLO Senior Controller is required
  • 3 years CYBERLO experience in J-2, AOC, ASOG, or ASOC/Cyber staff as cyber operations or plans officer.
  • 3 years CYBERLO, AOC, ASOG, ASOC/Cyber or JACCE experience with Air Force TBMCS and Army Mission Command Systems.
  • 3 years Theater AOC experience is desired
  • Participation in two or more Theater/AOC/ASOC Joint exercises as cyber plans or cyber operations officer or as cyber representative from AOC, ASOC, or JACCE.

 

Knowledge:

  • In-depth understanding of current Theater cyber based capabilities and integration doctrine/TTO with the Cyberspace Operations Coordinating Authority (COCA), AOC, JACCE, and ASOC.
  • Understanding the duties and functions of the CYBERLO with COCA, Strat Division, ISRD, Current Operations, and Combat Plans Division in theater warfare.
  • Familiarity with the capabilities and functions of all AOC divisions and where the CYBERLO integrates with each.
  • In-depth knowledge of current cyber capabilities and tactics, techniques and procedures relating to joint planning processes, theater and component- level cyber planning processes coordinated by the COCA.
  • Development of all cyber directives
  • Coordination of command and control initiatives for kinetic/non-kinetic effects, operational assessment processes, and how these are used to support real-world operations in the Theater, the AOC, ASOC, and JACCE.
  • In-depth knowledge of Cyber, AOC, ASOG, ASOC, JACCE operations and Theater planning tools and models for use in providing COCA and Commander’s guidance and intent.
  • Proficient in Microsoft Office tools (Word, PowerPoint, Excel, etc.) in the development of Air Component products (AOD, ATO, MAAP, SPINS, ROE, COA briefs, ops assessments).
  • Knowledge of Joint exercise construct i.e. Live, Virtual, and Constructive.
  • Knowledge of cyber MSELs and after-action review assessment processes.

 

 

Description:

  • Possess extensive knowledge of strategic and operational level cyber capabilities and functions and how they integrate with the theater Cyberspace Operations Coordinating Authority (COCA), Theater Air Control System (TACS)/Army Ait-Ground System (AAGS) at the JTF, Corps, and Division levels.
  • Apply the unique capabilities of Air Component Cyber functions and capabilities into the US Army Mission Command Training Program (MCTP) series of Warfighter Exercises.
  • Understand, integrate, coordinate and represent Air Force cyber command, control and integration capabilities of the Air Component during the year-long planning/execution cycles for 5+ major multi-echelon (JTF, Corps & Division level) joint complex worldwide events each year.
  • Coordinate cyber processes, products, programs and people in support of ongoing MCTP events.
  • Integrate functional specialties represented in the AOC, JACCE, JAGIC.
  • Write & integrate Cyber-related Master Scenario Event List (MSEL) story lines.
  • Provide CYBER SME/LNO that will observe teach/train in the HICOM and with training audiences at the JTF, Corps and Division level as required to support the US Army Mission Command Training Program and coordinate joint air ground integration cyber networks on web-based knowledge management tools.
  • The CYBERLO will be an Airpower Integration SME and facilitate high fidelity cyber-based integration supporting ongoing Joint Training Transformation Initiatives, Joint National Training Capabilities, Army MCTP exercises and events.
  • Fully understand exercise planning functions, speak to the systems used in Theater Cyber, Airspace and TACS/AAGS networks and have thorough knowledge of and application for the technical architectures required to make the training scenarios and systems work in the MCTP training environment.
  • As CYBERLO supporting AFI-251 tasks, the contractor will work with senior Army and Air Force leaders, exercise directors, exercise planners from all echelons, exercise controllers and Soldiers and Airmen from the assigned training audience to coordinate for and provide effective cyber plans, execution and control for all cyber and counter-cyber operations.
  • Be proficient with Theater and AOC cyber integration capabilities and real world and exercise planning tools currently being used in the operational environment.
  • Will be required to attend conferences to represent Det 1 and Air Component/AOC replication and to coordinate on exercise construct issues with joint MCTP exercise planners.
  • May be positioned forward with the training audience during event execution to liaise with and represent cyber interests of the COCA, CFACC, and the AOC and to work closely with the Det 1 Chief of Air Power (CAP) and Chief Observer Controllers (CHOTs).
  • Receive daily guidance from the acting CAP and CFACC and be able to articulate command intent. This guidance will then be distributed to the full MCTP cyber integration team (blue and red) as well as the AOC response cell to facilitate full Air Component integration. Interaction with General Officers on a regular basis will be required.
  • During the planning process, CYBERLO will work with exercise planner for realistic and accurate presentation and integration of cyber effects contributing to the scenario, if necessary. Items to review will be typical air component products for major (multi-echelon) MCTP WFXs.
  • Contribute cyber-related effects and inputs to the development of Exercise Objectives for approval at MCTP senior level and Training Objectives for the training audience.
  • Review Operation Order Annexes as required by the MCTP and provide changes/inputs if necessary.
  • Contribute to storylines and events when required to fully exercise the training objectives to be evaluated. Other planning tasks include attending Initial, Mid, and Final Exercise Planning (IEP, MEP, FEP) conferences, when needed, and other key meetings to advise and coordinate scenario development and strategy issues with MCTP and 505 CTS exercise planners.
  • During execution, CYBERLO/SME will advise, communicate and coordinate with AOC and 505 CTS to update air component products, as needed to integrate cyber effects and capabilities.
  • Articulate all aspects of Air Force cyber capabilities and support through products and processes available to GOs, HQEs, HICOM, and senior leadership, including JFC’s responsibility for cyber integration and coordination.
  • Provide inputs and answers related to cyber’s support role consisting of AF and Army Personnel supporting the CFACC’s cyber mission.
  • Provide cyber inputs to senior leaders in JFC staffs to enhance capabilities of aligned joint and coalition forces.
  • Contribute to geographical decision support for the Chief of Airpower (CAP) and CFACC role player, including, but not limited to CFACC operational assessments and COA depictions to support interaction with (JTF-Division) training audiences.
  • Interface and inform cyber air component-related Joint Boards, including the Joint Targeting Coordination Board (JTCB) when cyber effects could be beneficial or detrimental to operations.
