Human Resources Manager
Summary: We are seeking a highly skilled Human Resources Manager to lead and manage core HR functions. This role bridges strategic HR leadership with operational execution, ensuring compliance, efficiency, and employee engagement across the organization. You will provide human resources support to both corporate and contract employees, performing daily HR activities in strict compliance with all state and federal personnel and labor laws while maintaining the highest level of confidentiality in handling sensitive employee and organizational information. Due to the nature of the support and services we provide for our federal government contracts, we are seeking an experienced HR Manager with proven expertise in administering HR programs under the Service Contract Act (SCA). This role supports federal contracts and requires strong knowledge of SCA compliance, wage determinations, and reporting requirements.
Key Responsibilities:
- Compliance & Reporting:
- Compile and submit EEO-1 reports, VETS 4212 reporting, ACA Form 1095-C, Form 5500, and other required compliance documentation.
- Ensure adherence to federal and state labor, and local employment laws (SCA, FLSA, ADA, EEO, and OSHA).
- Provide census information and insurance invoices to the third-party Service Contract Act (SCA) provider and verify quarterly deposit reports prepared by the SCA provider.
- Identify and mitigate HR-related risks to ensure organizational compliance and minimize liability.
- Supports audits, compliance reviews, and government/customer inquiries related to HR and labor practices
- HRIS Operations and Administration:
- Direct and manage all aspects of the Human Resources Information System (HRIS), including data entry, file maintenance, and reporting.
- Employee Lifecycle:
- Oversee drug screens, background checks, benefits enrollment, termination of benefits, and compliance with E-Verify and I-9 regulations.
- Benefits Administration:
- Facilitate annual open enrollment, enroll new employees, process benefit changes, and verify payroll benefit deductions. Manage vendor relationships and verify invoices (e.g., insurance).
- Manage employee benefits programs (health, dental, vision, retirement plans, workers’ compensation).
- Personnel File Management:
- Maintain all personnel files in accordance with state and federal personnel and labor laws.
- Employee Relations:
- Serve as a primary point of contact for employee inquiries and relations issues, regarding policies and providing guidance and resolution in workplace issues.
- Provide guidance to management on employee relations, disciplinary actions, and conflict resolution.
- Foster a compliant, ethical, and performance-driven workplace aligned with defense industry expectations.
- Policy & Process Management:
- Maintain the employee handbook.
- Create and refine HR processes and procedures.
- Deliver internal communications regarding compensation, benefits, and policies.
- Data Analysis & Recommendations:
- Collect and analyze HR data to provide insights and recommendations to leadership.
- Additional Duties:
- Represent the company in unemployment claims.
- Develop and implement training programs to ensure compliance requirements are met and support employee growth.
Required Skills & Qualifications:
- Education:
- Bachelor’s degree in human resources or related field is required.
- Experience:
- Minimum of 10 years of HR experience, including both strategic and operational responsibilities.
- SHRM-SCP or SPHR Certified
- Technical Skills:
- Proficient in Microsoft Excel, Outlook, Word, Teams, and SharePoint
- Knowledge & Expertise:
- Comprehensive understanding of federal and state employment laws and regulations, including the Service Contract Act (SCA), FLSA, ADA, and other applicable labor laws.
- Ability to ensure compliance with Department of Labor, IRS, and other regulatory agencies

- Clearance: Must be able to obtain and maintain a DoD Secret Clearance
Full benefits package includes:
- Salary: $80,000 – $90,000 (based on experience & qualifications)
