Clearance: Secret required at hiring

Experience: NAF-level experience required; AFFOR, MAJCOM Staff experience desired.

5 years minimum, broken down as follows:

  • Member of ATO Production or MAAP Planner (M), 1 year as Chief of ATO Production or Chief, Combat Plans 9HD).
  • Experience with AOC products/processes/TTPs- and proficient in employment TTPs of air and space weapons systems typically utilized by a Joint Air Component C/C to include manned and unmanned, kinetic and non-kinetic. Knowledgeable and proficient in database management and mission planning.
  • AOC systems- In-depth, current knowledge of TBMCS planning application with emphasis on database management in TAP, EMR, MAAP Toolkit and follow on versions. Expert knowledge of mission planning in TAP/EMR and MAAP Toolkit.
  • AOC exercises- Highly knowledgeable of AOC exercises and exercise constructs including Live, Virtual, Constructive and combinations. Knowledgeable of MSEL process.
  • Participation in 2 or more AOC/Joint exercises at the NAF level or higher as Chief of ATO Production or MAAP Planner or Chief, Combat Plans (M)
  • Expertise as an exercise designer/planner/director (HD)

 

Education: Bachelor’s degree required but Master’s degree is preferred.

 

Knowledge: The SME must know the details of doctrinal AOC combat plans cell processes to ensure the entire AOC RC and white force planning effort is executed to support the exercise training objectives. This requires a comprehensive knowledge of CPD. The combat plans SME will coordinate with other AOC RC and white force members to ensure all products are complete.

 

Description:

  • Will address the following as required by training audience needs and replication/white cell participation by external or internal audiences:
  • SME will ensure relevant SPINS are produced as required.
  • SME will coordinate space tasking order capabilities into combat planning & coordinate with ATO production to attain a working ABP.
  • SME will provide air and space resources capabilities for estimating DMPI servicing
  • Coordinate with MAAP planner on briefing products to obtain C/JFACC or CCO approval prior to ATO production.
  • SME will develop and update a sortie flow plan for all replicated air component assets based on sustainable aircraft generation rates and utilization during a normal ATO period. Sustainable generation and utilization rates should be based on AF historical trends and be agreed to, and communicated to the white force during the pre-exercise planning events.
  • SME will review the AOD noting weights of effort, operational constraints and restraints, specified apportionment, and any specific guidance governing the planning and execution of air and space operations during the particular ATO period.
  • SME will work with ISR cell to review collection requirements, including time and location, for upcoming ATO.
  • SME will develop the Master Air Attack Plan (MAAP) for the particular ATO period considering the effects-based requirements, operational context, environment, and training exercise objectives.
  • SME will provide complete, accurate, properly formatted and timely inputs to theater battle management applications using standard ATO formats.
